Shelter Plus Program

The Housing Authority of the City of Greenville’s “Seeds of Change” Shelter Plus Care Program is an important component of the continuum of care for people who are homeless and disabled. Shelter Plus Care (S + C) is a program designed to provide housing and supportive services on a long term basis for homeless persons with disabilities.

The S+C Program is a permanent-supportive housing program sponsored by the U.S. Department of Housing and Urban Development (HUD). It is designed to provide services to homeless persons with disabilities, (primarily those with serious mental illness, chronic problems with alcohol and/or drugs, and acquired immunodeficiency syndrome (AIDS) or related diseases) and their families who are living in places not intended for human habitation (e.g., streets) or in emergency shelters.

Applicants must meet the following criteria to qualify for the S+C Program:

• Must meet HUD's homeless definition

• The applicant must be able to document that they are disabled due to a severe mental illness, chronic drug or alcohol dependence,

• Must be willing to work with a full service behavioral healthcare provider to develop and comply with a service/treatment plan

• Must agree to live within the service area boundaries of the service agency






The Housing Authority of the City of Greenville administers two Shelter Plus Care Grants. We have forty (40) Housing slots in the Pitt, Lenoir and Greene County area. To help applicants with their home search, we can provide an extensive listing of available local residences.
