Why a Voucher Lottery?
A Housing Choice Voucher Lottery is being created because HACG anticipates receiving more applications than the number of vouchers available from August 1, 2026, to December 31, 2027.
The lottery will help ensure equitable access to the limited number of voucher opportunities, given anticipated demand exceeding availability.
How The Voucher Lottery Works:
Purpose: To prioritize housing voucher issuance in a fair and random manner when it is anticipated that there will be more applicants than available vouchers from August 1, 2026, to December 31, 2027. A lottery will be held if HACG receives more than 300 applications.
Drawing:
Applications will be randomly drawn in a public forum, and applicants will be placed on the waiting list in the order drawn. If needed, the lottery will be held at 10:00 a.m. on Thursday, July 9, 2026, in the HACG Multipurpose room at 1103 Broad Street, Greenville, NC. The lottery drawing is open to the public. If your number is not selected, you must reapply for a Housing Choice Voucher when the waiting list reopens.
How hard is it to win the voucher lottery?
There is some element of luck involved. To keep things fair, each applicant is randomly assigned a number from 1 to the total number of vouchers received. (Ex. If HACG receives 350 applications, applications will be randomly assigned the numbers 1-350.)
Eligibility Requirements:
Applicants must meet income and asset limits, and other specified criteria. HACG will refer to the following standards:
FY2026 INCOME LIMITS BY FAMILY SIZE
| NUMBER OF PERSONS IN FAMILY | MINIMUM INCOME LIMIT | MAXIMUM INCOME LIMIT |
| 1 | $0 | $49,750 |
| 2 | $0 | $56,850 |
| 3 | $0 | $63,950 |
| 4 | $0 | $71,050 |
| 5 | $0 | $76,750 |
